13/2023: Electronic (Paperless) Trading – Update to Secro Terms and Conditions

The International Group of P&I Clubs has now approved an updated version of the Secro March 2023 Customer and User Agreement, dated 13th November 2023, and some amendments to Secro standard e-bills.

12/2023: United States temporarily authorizes transactions involving oil, gas and gold in Venezuela

The US Department of the Treasury’s Office of Foreign Assets Control (“OFAC”) recently issued 4 general licenses suspending certain sanctions in relation to transactions involving oil, gas, and gold in Venezuela.

11/2023: Electronic (Paperless) Trading – ICE Digital Trade Management Limited (ICE): Approval of ICE Access Agreement (2023.01)

This Circular confirms approval by the International Group of the ICE Access Agreement (2023.01) (‘the ICE Access Agreement’). The ICE Access Agreement allows parties to use ICE’s electronic trading system for electronic bills of lading without the need to sign the multilateral DSUA, in cases where i) any relevant bill of lading is subject to a law that recognises its legal validity as equivalent to a paper bill of lading; and ii) ICE has issued a circular notifying the user accordingly.

9/2023: Electronic (Paperless) Trading - WAVE BL: Update to Wave BL Network Bylaws to version 2.0
MEMBER CIRCULAR 09/202303 NOV 2023
The International Group has approved an updated version of the Wave Bylaws. This version is called Wave BL Network Bylaws dated 1 November 2023 (‘Wave Bylaws version 2.0’) and supersedes Wave Bylaws version 1 which remains approved for the purposes of Club cover. WAVE BL Bylaws 2.0 shall come into force on 1 of December 2023.

7/2023: US imposes sanctions on jet fuel transport to Burma
MEMBER CIRCULAR 07/202308 SEP 2023
On 23 August 2023 US OFAC issued a determination that allows sanctions to be imposed on any foreign individual or entity that operates in the jet fuel sector of the Burmese economy by expanding Executive Order 14014.

6/2023: Electronic (Paperless) Trading – Change of name from essDOCS Exchange Limited to ICE Digital Trade Management Limited: Update to DSUA

This Circular confirms approval by the IG of an updated version of the DSUA. This version is called DSUA 2023.1 and supersedes DSUA 2021.1, which remains approved for the purposes of Club cover.

15/2022: Amendments to Rules 2023

Circular sets out the mendments to the Rules for P&I and Defence cover for ships and other floating structures and the Rules for P&I and Defence cover for mobile offshore units that will enter into force at noon GMT on 20 February 2023. As a result of changes to the terms of the applicable reinsurances, inter alia due to amendments of the war programme as a consequence of the ongoing war between Russia and Ukraine, there will be additional changes to both the Rules for Ships and the Rules for MOUs. These additional changes will be communicated as soon as all reinsurance terms have been agreed.

Legislation and guidance giving effect to the Price Cap Scheme has recently been published by the European Union, the United Kingdom and the United States and this circular describes the impact of the scheme on shipowners, charterers and cover for such trades by the International Group of P&I Clubs and its reinsurers.
Please note that even if the circular is a P&I Member Circular the content of the circular applies to all forms of insurance provided by the Gard group of companies.
