United States port entry prohibition for the Federal Republic of Yugoslavia (April 1999)

Dear Sirs,

UNITED STATES PORT ENTRY PROHIBITION FOR THE FEDERAL REPUBLIC OF YUGOSLAVIA

The United States have declared that with effect from 5th April 1999 vessels bearing the flag of, or under the "effective control" of, the Federal Republic of Yugoslavia (FRY) will be denied access to the United States until further notice. In this regard we ask you kindly to note the following:

  • The Federal Republic of Yugoslavia includes Serbia and Montenegro.

  • "Under the effective control" refers to any vessel, regardless of flag of registry:

  • The prohibition applies to commercial cargo, passenger, fishing and fisheries support vessels, public vessels and private yachts.

We understand that no vessel with Yugoslav master, chief officer or chief engineer will be allowed within the 12 mile limit until such officers have been relieved of their positions. The owner will have to arrange for their repatriation and for substitution with new officers. Ratings and other officers are, however, not affected by the prohibition order.

The U.S. Department of Transportation has issued "Shipping Agent Guidelines" which sets out certain requirements concerning advance notice of arrivals. A crew list and details of the vessel owner, managing owner/operator and charterer should be provided to the local agent well in advance of the relevant vessel arriving within the 12 mile limit.
